If the goal is to help or encourage the small investor then using AGI as a criteria could be counter productive. Simply make the first few hundred dollars of interest income (not dividend) tax free for all folks. Of course, looking at the way Mitt Romney LEGALLY manipulated his income in 2010, he'd probably spread his money over thousands of banks to avoid the reporting requirement. Hey, I'm still upset that the American people had to feed his dancing horse in 2010. Why he went to all that effort to save a few thousand bucks (pocket change to him)is beyond me. It clearly demonstrates the character (or lack thereof) of the man. The same Mitt Romney who deftly avoided military service during Vietnam, and then while in France knocking on doors, lamented that he should have been over there with the other guys. It wasn't too late Mitt! All you had to do was give up your exemption and join the army. He's the definition of a CHICKENHAWK...someone needs to fight, just not me.
