The proposal is for even higher speed rail

High speed rail in Europe and elsewhere puts ours to shame. In Europe the definition of a minimum speed for newly built high-speed railways is 250 km/h (155 mph); for upgraded high speed railways it is 200 km/h (124 mph). Acela Express average speed is 68 mph.

Should this be a Federal project?

I agree that high-speed rail would be good. What are the pros and cons of it being done by states versus federally?
