Companies are allowed to make completely unsubstantiated claims about what their products do, and unsuspecting people, mostly women, think that these claims must be true/founded and spend a ton of money on products that do nothing. An interesting book covering this topic is The Beauty Bias, by Stanford law professor Deborah L. Rhode.
