US13 - Stop the Gerrymandering!
States should have neutral organizations do their congressional redistricting, rather than state legislatures.

When state legislatures make redistricting decisions, the party in power works hard to optimize their party's chances, often creating bizarrely shaped districts just to get the right voters into a district.  Very few congressional districts are actually competitive, given the way votes are gerrymandered, which is bad for democracy.

Democrats got more votes in House elections but will be about 35 seats down due to gerrymandering by partisan state legislatures.

A better answer is to have a neutral algorithm draw district lines.  http://rangevoting.org/SplitLR.html
