US81 - Neutral Districting Algorithm
Description

Instead of leaving redistricting up to state legislatures or nominally neutral bodies, state legislature and US House district lines should be drawn using a neutral algorithm such as the one proposed here:

The benefit of non-algorithmic districting is to allow communities of interest to remain in a single district.  However, this generates the far worse outcome of allowing politicians choose their voters instead of the voters choosing their politicians.

 

The solution is to use a neutral algorithm.  It may draw lines that divide communities of interest, but this is a small price to pay for a purer democracy.
