USMI1 - State run indigent defense
Description
Currently, the state of Michigan outsources its indigent defense services to the counties, providing no funding or guidance to the counties, nor any resources or training to the public defense attorneys.  As a result, the counties have widely disparate public defense systems, and the quality of representation you receive depends on where you live.

Under the Sixth Amendment, the state has the constitutional obligation to provide indigent defense, so the state is culpable if services provided by the counties are unconstitutional.  Because counties are ill-equipped to fund and run indigent defense systems and to ensure that services are consistent across the state, the state should take over this public function.
