Many people that work in NYC already pay NYC taxes on their income despite living outside of the City.  In addition, there is already a quite hefty "tax" on Port Authority bridges and tunnels (~$10/ entry from the NJ entrances).  This could be distributed more evenly across other entry-ways to NYC, but increasing existing tolls is excessive.  Creating some monetary incentive for carpooling or taking public transportation might be better solutions to the congestion problem.

I don't find driving in Manhattan to be that bad. The only terrible jams are in Queens on the way to JFK.
