Idea #US158 - Buffett Rule

Apply a minimum tax rate of 30% on individuals making more than $1 million a year

Argument
No household making more than $1 million each year should pay a smaller share of their income in taxes than a middle class family pays.

Idea #USTX1 - Citizens United Ruling

Congress should amend the Constitution to overrule the absurd Citizens United ruling by the Supreme Court

Argument
Money has always been a factor in politics, but we are seeing something new in the no-holds barred flow of seven and eight figure checks, most undisclosed, into super-PACs; they fundamentally threaten to overwhelm the political process over the long run and drown out the voices of ordinary citizens. We need to start with passing the Disclose Act that is already written and been sponsored in Congress - to at least force disclosure of who is giving to who. We should also pass legislation prohibiting the bundling of campaign contributions from lobbyists. Over the longer term, I think we need to seriously consider mobilizing a constitutional amendment process to overturn Citizens United (assuming the Supreme Court doesn't revisit it). Even if the amendment process falls short, it can shine a spotlight of the super-PAC phenomenon and help apply pressure for change.

Idea #G23 - Right to Nuclear Power

People have a right to use nuclear power for peaceful matters.

Argument
There should be a way in which Iran can enjoy peaceful nuclear power while still meeting their international obligations and providing clear assurances to the international community that they're not pursuing a nuclear weapon.

Idea #US458 - Maintain a robust space program

The space program is in our national security interest and is needed if America is to remain a leader in science & tech

Argument
Making sure we stay at the forefront of space exploration is a big priority for my administration. The passing of Neil Armstrong this week is a reminder of the inspiration and wonder that our space program has provided in the past; the curiosity probe on Mars is a reminder of what remains to be discovered. The key is to make sure that we invest in cutting edge research that can take us to the next level - so even as we continue work with the international space station, we are focused on a potential mission to a asteroid as a prelude to a manned Mars flight.

Idea #US471 - Community and Cooperation Move Us Forward

We're all in this together.

Argument
This country only works when we accept certain obligations to one another and to future generations. We believe that when a CEO pays his auto workers enough to buy the cars that they build, the whole company does better. We believe that when a family can no longer be tricked into signing a mortgage they can't afford, that family is protected, but so is the value of other people's homes and so is the rest of the economy. We believe that the little girl whose offered an escape from poverty by a teacher or grant for college could become the next Steve Jobs or the scientist who cures cancer or the President of the United States, and it is in our power to give her that chance.

Idea #US242 - Reform Medicare as a Premium Support System

Reform Medicare to provide a fixed-amount benefit to each senior that he or she can use to purchase an insurance plan

Counterargument
No American should ever have to spend their golden years at the mercy of insurance companies. They should retire with the care and the dignity that they have earned. Yes, we will reform and strengthen Medicare for the long haul, but we'll do it by reducing the cost of health care, not by asking seniors to pay thousands of dollars more.

Idea #US330 - Let the Bush Tax Cuts Expire

Let all the Bush tax cuts expire as scheduled on January 1, 2013

Counterargument
This makes no sense. It would be bad for the economy and would hit families who are already struggling to make ends meet. Fortunately, we shouldn't need long negotiation or drama to solve that part of the problem. While there may be disagreement in Congress on whether to raise taxes on people making over $250k/yr, nobody -- not Republicans, not Democrats -- want taxes to go up for people making under $250k/yr. So let's not wait. Even as we're negotiating a broader deficit reduction package, let's extend the middle class tax cuts right now. Let's do that right now. That one step would give millions of families -- 98% of Americans and 97% of small businesses -- the certainty that they need going into the new year. It would immediately take a huge chunk of the economic uncertainty off the table, and that will lead to new jobs and faster growth.
